ATV’s: For those of you who own a ATV, you may or may not be aware that is in direct violation of Article VI, Restrictions, Section 10. No trail bikes, motorcycles, atv's, minibikes as well as the Supplemental Procedure Book. It could also be a direct violation of Traffic Ordinance Section 300.348 with the State of Missouri. Please refrain from use on the streets of the Village of Jefferson and/or the common ground.

Common grounds are subdivision legal property and while they belong equally to every homeowner, no one has the right to use, abuse or destroy it at the expense of others. Every VOJ homeowner has a vested interest and right, as well as a duty, to prosecute anyone vandalizing any subdivision property. The cost of any cleanup, repairs or replacement come directly out of the operating budget and is reflected in the annual homeowner assessment.
If any resident witnesses someone hunting on common ground, driving a quad or other motorized vehicle upon it or destroying, stealing or vandalizing subdivision property or illegal dumping, please get an identifying photo or video of the violator in the act along with time and date of the act and file a complaint with the Jefferson County Police Department. This type of destructive activity is considered vandalism and will not be tolerated.
Additionally, driving an unlicensed vehicle or motorized operation by an underage person is also illegal on any VOJ subdivision streets and could result in tickets, fines and even suspension and/or vehicle confiscation under Missouri law. Children driving such vehicles are especially at risk of injury to themselves or others. Our narrow streets are no place for them to ride safely or with any expectation of safety. While any injury is unfortunate, especially to a child, all civil and financial liability rests solely upon the parents.

Please make sure you do not park your vehicle on any common ground, especially along Monticello Drive. Since we don't know who the owners of these vehicles are, we will begin towing vehicles parked on any common grounds.
Also, do not park in any fire lanes. Not only does it create a safety hazard, it can result in a hefty fine. If there's an actual fire and emergency vehicles can't get through, they'll do whatever it takes to move your vehicle out of their way including using brute force, without liability or apology. Just a word to the wise (or not so wise if you think you can park in a fire lane.)

Document any perpetrator in the act by taking their photo/video and/or getting a license number where possible, along with noting the date and time of occurrence(s).
Abuse includes using the main ballpark area dumpster for personal use, vandalizing any subdivision signs, playground equipment and other property or causing any damage to common grounds including littering, trash dumping or unauthorized use by any motorized vehicles, licensed or not.
When caught, all violators will be prosecuted for full restitution.
Homeowners ultimately bear the cost of removal, disposal, repairs or replacement of any subdivision property. Costs come directly out of their assessments. Money which could be put to better use in keeping community services ready and continuing improvements.

For the first time in many years, the creek is now clear of all debris including railroad ties, Christmas trees, barrels, paper, lumber, branches, etc. Had we not cleared the creek, we could have been cited by the EPA resulting in heavy fines. As it is, we budgeted $5,000 for the clean-up and accomplished the feat just slightly under budget.

Inoperable, Derelict, and Junk Vehicles - Removal Begins
The number of inoperable, derelict and junk vehicles continue to be an eyesore as well as potential safety hazards. As per the VOJ Book of Indentures, derelict vehicles were recently tagged and towed from our subdivision streets at the owner's expense. With the new management company, enforcement will begin addressing derelict vehicles stored on private property. Residents will have to remove them from the premises or store them in a fully enclosed garage.
It's important to note along with the VOJ Book of Indentures restrictions, the Jefferson County Public Nuisance law applies not only to "stored" vehicles but also to boats, campers, trailers, motorcycles, atv's, lawn equipment, etc. as listed in the last paragraph of this attached file.

If you have any of these vehicles on your property, do not call us asking for exception, special consideration or to make "other arrangements" as it will not help. Once a violation goes to the attorney, the resident becomes immediately responsible for all legal fees even if the violation is corrected in the meantime.

All VOJ traffic signs are enforced by the Jefferson County Sheriff's Dept. including the village-wide, posted 25 mph speed limit. Drive safely in the Village or you could get a ticket, same as any other public road. And while it's just good, common sense to always have everyone in your vehicle buckled up, it's also the law - one that could cost you more than just $$$ if you don't comply!

Some of the destroyed items were purchased as a special, one-time buy and can't be replaced. The SELFISH and IMMATURE people who committed these acts affect us all. As homeowners, it's our money being wasted and our community that's being trashed. It's time to get angry about vandalism and put a stop to it. ENOUGH IS ENOUGH!
