2017 VOJ Subdivision Wide Garage Sale - SUCCESS!
Stephanie Kullorn of Berkshire Hathaway, also a resident of the Village, sponsored a subdivision wide garage sale Saturday, June 17th. From all indications it was a success both to those selling and the steady stream of buyers. Thanks to Stephanie for sponsoring this event and to all the residents who took part.

About the Monthly Board Meetings and Resident's Open Forum
The Board of Directors has decided to continue their monthly business meetings in private, closed session. We are stepping up enforcement of both assessment and Book of Indenture violations and will be reviewing individual homeowners and information relative to their cases as well as deciding appropriate actions to be taken. It was considered that the sensitive information being presented is neither suited for public airing or debate. While it's been neither our wish nor intent to close the meetings permanently, the nature of discussions concerning alleged violators and delinquent residents require strict, confidential proceedings.
Realizing how this restricts resident's access to the monthly meetings, provision for resident's questions, concerns and other issues will now be handled by written request and answered on an individual basis. If you have an issue you'd like addressed by the board, please submit it in writing to be considered. Once your concern or issue has been received and reviewed, an appropriate response will be given. To ensure a response, please include your correct name, physical address and contact information as no submissions will be considered without full, contact information.
In lieu of open monthly meetings, it was further decided to create a semi-annual, open-forum meeting for all residents to express their comments, voice concerns and other issues regarding the subdivision. The annual meeting held the first Saturday in June of each year will serve one of the open forums with the other open-forum date to be determined. This is a preliminary schedule and may change as needs, events and opportunity require.
For those who insist the board is hiding something or otherwise up to no good, it must be stated the monthly business meetings were never intended as open forum type meetings and in fact, were privately held for many years. Their purpose is specifically so the board can attend to official subdivision business and is not a platform for resident's input. While residents were welcome during open sessions, it was only as passive attendance. Even then few residents ever attended, with a relative handful attending only more recently over the pool issues. As a private subdivision, the business meetings are not subject to the Sunshine Law or required open to the public and the board is well within it's right to return to closed sessions any time it deems necessary. This is one of those times.

Ever wonder about the cost of snow removal in the Village?
We have 6 miles of streets in the subdivision, double that to 12+ miles counting both sides of every street and cul de sacs. Multiply that times the number of passes it takes to clear those surfaces, adding the cost of cinders and/or sand plus the man hours in spreading those materials and it all adds up fast!
The first moderate snowfall this year cost $4,700, the second lighter storm cost $2,500. The following heavy, double storm cost more than both those storms combined and winter is just getting started. While the last couple years have seen milder winters, 2014 has been one of the worst and most expensive winters on record. We may not be able to control the weather but we can easily reduce our costs for snow removal. How?
Cars parked in the streets make plowing more difficult and much slower. The longer it takes to clear the snow, the more it costs. Makes it important to be sure all vehicles are off the streets prior to plowing so we get our money's worth, doesn't it? Evidently, some people just don't get it. If you're one of them and park your car on the street, please remove it prior to any predicted snowfall so the plows can do a more efficient and thorough job.
And if you haven't paid your assessment yet, now is the time to do so. While everyone benefits from having cleared streets, people who don't pay their assessment are getting a free ride (literally!) off the rest of those who do.
UPDATE: Cost for snow removal this winter is $27,000 as of 3-14-2014

2013 VOJ Easter Egg Hunt a colorful success!
PHOTOS ONLINE! The Easter Bunny visited the VOJ main ballfield Saturday and left lots of candy, toys and other goodies for all the little Easter egg hunters. Mother Nature cooperated with warmer temperatures and a little sunshine breaking through the clouds from time to time. The annual event was sponsored by the VOJ Board of Directors, who helped make the annual hunt a big success for all attendees. Administrator Ms. Angelean Mobley coordinated the event, arranging for the prizes, placement of the Easter eggs and ever popular photo background stands. Different this year was an area cordoned off in the wooded grove for the older children while the open field was designated for toddlers and smaller children. It seemed to work well as everyone found their share of eggs in record time and had a great time to boot. Thanks to the board and administrator who volunteered their time and efforts to make this year's Annual Easter Egg Hunt another success!

Two New Website Areas Are Now Online
Just added a "Resident 2 Resident Ads" section for services and items to sell, buy, trade or offer free from residents to other residents and a "Rumor Central" page to help address VOJ rumors with actual facts before they grow out of control. Both new features can be found under the "Residents Only" section.

New Board Member Appointee Announced
An appointment has been made to the longstanding vacant seat in Plat 8 to Mr. Craig Hermann. Mr. Hermann is a long time resident who has served on the board in the past and offered to serve again as needed. We welcome him and look forward to the background and experience he brings.
Plat 7 still remains vacant but there is interest and we remain confident it will be filled shortly. Other plat director/board seat vacancies can arise at anytime, so if you're interested in a mid-term appointment to the board, we still welcome your application. The objective is to have a list of interested residents to ideally eliminate any mid-term vacant seats.

Unauthorized Reposting of VOJ Website Content
It has come to the board's attention someone has copied a password protected VOJ document without authorization and posted it to another website presenting itself on behalf of the Village of Jefferson residents. This defeats the security and purpose of password protection and makes the information available internet wide to anyone for any purpose. As a practical concern, the integrity of protected documents could be compromised.
Please make certain all information relative to the Village of Jefferson is obtained from the official VOJ website you are currently reading. It is the only source of authorized information available VOJ residents. If you should follow information obtained anywhere else, you're taking a chance on being misled. Neither the board or it's administrator will be held responsible for any unauthorized posting of content appearing outside it's official website or resulting consequences.

URGENT CALL FOR PLAT DIRECTORS!
There are 8 plats in our subdivision, ideally represented by one resident in each plat. Currently there are 6 filled seats for Plats 1 thru 6 respectively, but all 8 plats need to be seated. For quite some time Plats 7 and 8 have been without a director. >>> This doesn't mean those plats were left out of any consideration but there's been no one representing these plats on the board.
Without representation, voting is limited to the seated directors. The fewer directors, the fewer votes cast which can make or break an issue by as little as one vote. While you can't please everyone, the board votes on what it believes is the best, long term interests of the subdivision as a whole, so more votes make for better overall representation in making those decisions.
So here's the pitch: If you ever wanted to be part of the decision making process in the Village or simply wanted to learn more about the inside dynamics required in operating a community of our size, here's your chance to do so. Your community needs you to fill (and keep filled) all eight seats.
While we only need Plat Directors for Plats 7 and 8 at this time, we'd like a list of interested residents in every plat. Needs change and board seats may become open at any time. Having your name as an interested resident does not obligate you in any way nor does it automatically guarantee you'll get the next available seat but it will make your interest known.
The current Book of Indentures doesn't allow a resident in one plat to represent another, so that means each Plat Director must reside in their own plat. Also, anyone interested in a position whether mid-term appointment or election, must be current in their assessment and not be in any violation of the Book of Indentures. For more detailed information, please refer to the VOJ Book of Indentures. If you don't have a copy, you can request one from any Plat Director or the Administrator or download a copy here.
If you're truly committed in having a better community and want to be part of that building process, putting the interests of doing so above your own, please contact any Plat Director or the Administrator.
Thank you for your interest.

New Website Features - This feature has been removed due to lack of interest. Sorry.
We've added a Resident 2 Resident Classifieds area to the website. A place where residents (and residents only) can list items or services wanted or for sale. With over 500 homes in the Village it's likely someone will have or need something another resident is offering and chances are, they're right down the street. There's no charge for placing an ad and while we encourage "free to good home" best deals for your VOJ neighbors, you're free to charge whatever you wish. Classifieds will also feature services offered by Village residents to other residents including grass cutting, babysitting, painting, heating/cooling services and more. Clean out the clutter and no longer needed items by posting your Resident 2 Resident classified ad now and be sure to check daily for new ads!

Newly revised Book of Indentures in the works
Your board has been hard at work updating and redefining the Book of Indentures. It's a very challenging task trying to address the updates to a forty year old publication, attempting to incorporate contemporary issues while keeping the original intent of the BOI intact. It all sounds much easier than it is, especially when trying to divide what sometimes can be a very fine line between too much regulation or too little.
In a subdivision our size there are always unusual circumstances that must be considered and taken into account. We try to be fair minded to all residents but sometimes the greater good simply takes precedence.
We know it'll be likely impossible to please everyone on every point but we're considering the greater good of the subdivision as a whole in making our final decisions. (Another good reason to get on the board!)
Once completed, a draft copy will be sent to all homeowners for review and input. After we've heard from them, we'll address any suggestions and then it's off to the attorney for legal review. Once approved from legal, it will be released for homeowner voting and if approved, will serve as our new Book of Indentures.
Pool Survey in the mail - LAST CHANCE TO VOICE YOUR OPINION!
The board has contracted with a professional company to conduct a formal, independent marketing survey among VOJ homeowners regarding the subdivision pool. A questionnaire was sent all homeowners of record at their last known, valid address. September 10, 2012 was the deadline to complete the pool survey and return it using the postage paid postcard. If you haven't mailed yours in yet, please do so immediately to be counted.
Results will be announced on this website as soon as they become available. The results will be used in determining the future direction we take as your board regarding the pool. It is also the last polling of homeowners regarding the pool. If you don't return the completed survey by or before the due date, you have no reason or right to complain about the results and the board will proceed accordingly.

Pool Opinion Survey - Response Deadline was Oct 15, 2012
The final results will be published on this website when available and will be the only formal count considered in determining a future course of action regarding the pool. Blind tallies for each question will be provided by the independent marketing company to insure fairness and impartiality. The board will not receive any personal information provided in the results.

Pool Opinion Survey - Second and Final Mailing
The pool survey will be sent again to those residents who did not respond to the first mailing. It will be sent on or around September 28-29, 2012 and is the last chance for those who haven't already responded to the first mailing. It is in attempt to determine VOJ homeowner's support of whether further effort and funds should be invested towards keeping the pool.
This opinion survey is being conducted by an outside, independent marketing research company who will count and certify the returns, providing only the final tally. The formal survey will have "Applied Marketing Research, Inc." as the return address and "VOJ Pool Survey" will be printed on the face of the envelope right below. This is a very important polling of homeowners regarding community support for or against keeping the pool - it is not junk mail.
Your opinion is needed and vital in this important survey and will be counted as to the future direction taken by the Board of Directors regarding the pool. It is NOT a vote whether to keep the pool or not, merely an opinion poll so the board can assess and proceed accordingly.
This second mailing of the pool opinion survey must be returned no later than October 10, 2012. Postage is prepaid. If you replied to the first mailing, you cannot respond to this second mailing. It's only for those who missed or didn't respond to the first mailing. Your cooperation is appreciated.

FINAL POOL SURVEY RESULTS RECEIVED - PLEASE SEE CORRECTED SURVEY RESULTS
The results are in and as promised, are being posted here for all to see. The total replies are the result of two separate mailings to homeowners, the first mailing to all homeowners of record and a second mailing for those whose cards were not returned the first time, for whatever reason.
Despite being prominently displayed on this website and simultaneously on the large sandwich board at the subdivision entrance, not all VOJ homeowners responded. However, according to the survey company, enough responded to provide a fairly accurate, representative sampling. This means if the results actually received were carried out to all those polled, the numbers would be higher of course, but the final percentages would yield approximately the same results.
The results have a 99.9% accuracy assured by the independent third party company hired to do the survey. All surveys were counted by the company who supplied the final blind tallies.
Of 582 homeowners polled, 324 (55.5%) returned their response card. Of those 324, 191 were in favor of having a subdivision swimming pool, 128 said they weren't in favor and 5 were undecided. Of those in favor, 84 were willing to pay a special assessment to have a pool, while 107 were not. Of the 84 willing to pay a special assessment, only 2 would spend $50 or more, with the largest number of homeowners (34) willing to pay up to $10.
Actual percentages relative to the number of homeowners responding were as follows:
Summary: Based on the poll results citing respondent's overwhelming lack of support in a special assessment necessary for keeping the current pool operational, the board will not proceed further on the issue and has in fact, at this time decided to close the pool on a permanent basis. The issue was never about whether to have a pool or not but whether we could afford to update and maintain the current 40 year old pool without a special assessment.
While more respondents wanted a pool, almost none were willing to pay more than $50 for one. As a practical matter, funds have been used from other areas of the budget (like road repairs, as one example) to keep the pool in operation over the last three seasons. The practice of robbing Peter to pay Paul by deferring more important necessities or just hoping Mother Nature will save us with another mild winter, had to end. When looking at the bigger picture, it just doesn't make sense to maintain the luxury of keeping an aging pool on continued life support for the comparatively few residents who actually use it.
Those wanting to keep the current pool open will most likely be unhappy with these results but are urged to keep an open mind towards the future. Something had to be done and closing the current pool does not necessarily mean we'll never have a pool again. As the economy picks up and enforced collection of delinquent assessments is stepped up, the possibility exists of installing a new pool at some point down the road. As it is, closing the current pool was a very difficult and time consuming decision but like it or not, it was the financially responsible thing to do and in the overall best interests of our community.
The complete survey results as originally posted were incorrect and have been corrected.

IMPORTANT - Corrected Pool Survey Results
In response to the residents who called expressing concern over the results of the recent, professionally conducted pool survey, the board decided to look into the matter further. This required opening the sealed package containing the individual homeowner response cards and performing an actual count. An action undertaken with all but one board member being present and the administrator overseeing the count.
Upon tallying the results, we suspected an error had been made in the reported number of respondents who were willing to pay a special assessment to keep the pool. Upon notifying the marketing research company of our findings, they agreed to review the results.
It was found that a mistake was, in fact, made by the survey company as expressed in the accompanying documentation. While the decision to permanently close the pool has been unaffected by the correction, we wanted to address resident's concerns over the accuracy of the results.
Here's the letter from the survey company and corrected survey results.

UNCHANGED FOR SIX YEARS
80 cents a day is all it takes to provide and maintain the services we all enjoy in our community. That amount pays for street lighting, snow removal, common ground maintenance, playgrounds and ballfields, road maintenance, weather emergencies and more. A pretty good deal especially considering the costs of providing those services have steadily increased along with everything else.

We applaud their efforts and appreciate all the hard work towards making the Village a nicer place to live one yard at a time.

Pool Demo Work Complete - Now time to look forward
Demolition work has been completed on the pool. Speaking with one of the supervisors during the demolition confirmed the long suspected presence of an underground spring near the pool location. Water pressure pushed up beneath and around the pool which would freeze in winter, pushing the edge tiles inward and breaking them loose. He also reported very inconsistent thickness in the original pool walls, with some areas being less than half a foot to other spots considerably more than a foot thick, all apparently without reason. One wall in the shallow portion of the pool was so age deteriorated, it literally crumbled when first touched by the backhoe.
While it was sad to see it go, it was time to stop watching assessment funds going down the drain, so to speak. There's just no getting around the fact that for limited seasonal use, the pool was the single largest expenditure in the annual operating budget. Repeated seasonal reconditioning due to it's age and original construction when compared to actual resident usage was disproportionate to the ongoing costs. It will take time to get back on track putting the money saved towards other necessary improvements and services.
We know there are some residents unhappy with this decision but still believe it was the right one given all consideration. That and the fact, the recent pool survey indicated a majority of residents either didn't use or care about the pool or weren't willing to support a special pool assessment.
Keep in mind, no one is saying we will never have another pool. In time, residents may want another pool and many possibilities exist in the size, location and type of pool, including saltwater options for reduced operating costs. A more efficient, better suited pool is always worth considering and if the majority of VOJ homeowners want one and are willing to support it, hope for a future pool is not unrealistic.

Important Info about JS&L Original Mortgage & Deed Release
If you had an original home mortgage loan through Jefferson Savings and Loan, the original developer, builder and lender of homes in the Village, your loan would have been purchased (acquired) by another financial institution at the time of JS&L's liquidation. As a result, you would have been directed to make your monthly mortgage payments to the new mortgage lender or financial institution.
If so, it would be to your advantage to ask your current lender for copies of the original JS&L loan papers along with proper acquisition documents regarding your loan. You should request an accompanying notarized affidavit showing when and from whom your mortgage was acquired. Some loans may have been sold off more than once, even changing hands several times over the life of the loan.
Having an unbroken paper trail of lenders is very important should you ever apply for a new mortgage or try to sell your home. A title search could reveal the original lender still on file even though your loan has been paid off. Without proof of subsequent lender acquisition, having the original lien in effect could stop or delay a property transaction. It could be a very difficult situation to correct if a subsequent lender has gone out of business or the original loan documentation has been somehow lost over time.
As to the recording of the deed release, make certain you get a notarized Release of Deed from the current lender once you've paid off your loan. Sometimes lenders will file paperwork with the county releasing their interest in your property but more often they'll just send you the paperwork, expecting you to file it. Whether paid off recently or several years ago, a good title search will still show a lien against your property unless a Release of Deed has been properly filed with the county recorder's office. There's a small fee associated with the filing.
Be smart about the most important asset that is your home. Keep a complete paper trail of all home loan records from your original purchase to payoff, including any second mortgages, mechanic liens, etc. Make sure you file the Deed Release as soon as possible after paying off your mortgage. Steps that will come in very handy down the road and serve to protect both your interests and your home.

If you haven't paid your 2013 assessment in full or at least made the first half of the two part option by Jan 15, 2013, your account is delinquent. Please make your payment now before additional costs accrue. The second half payment, if you chose the two-part option, will be due March 1, 2013 and delinquent after March 15, 2013.
Additionally: There are some homeowners who think they don't need to pay their assessment or if they pay late, backdate their check as if to somehow make it "unlate." The assessment MUST BE POSTMARKED NO LATER THAN THE DUE DATE OR YOUR PAYMENT IS LATE. Period. No amount of backdating, cursing out the administrator, being rude to board members or becoming angry will change that fact. Threatening, harassing or other abusive comments or actions will not be tolerated and turned over to the proper authorities. ...more
If your postmark is AFTER the due date, YOU ARE LATE. Own up to it! It's no one else's fault but your own for being late and doing so is unfair to the other homeowners who have paid their assessment on time.
If being late bothers you that much, make it a point of paying your bills on time. The assessment, like any other bill, must be paid when due. Payment plans on delinquent accounts are not available. Failure to pay will result in interest, legal fees and other collection costs being added to your bill without exception. They cannot be removed no matter how much you rant and rave, threaten or try to intimidate. Property liens and even foreclosure can result from failure to pay your assessment.
Consider paying your assessment the same as paying your taxes and not something you can put off or refuse to pay without consequences. Threats and intimidation will not work either. Other homeowners manage to pay their assessment on time, year after year, without missing a beat. If you don't pay yours, you are using their services without paying for it. You must pay your fair share when due. It is NOT an option, regardless of any excuses.

Thanks to T&J Lawn Service for clearing the storm drains at Burgess and Meriweather. Residents reported the blockage as pouring rain and excess water runoff made the intersection almost impassible. While the sewer district was called, they said blockage of the drains was a subdivision problem. Freezing temperatures were predicted later that night which would have made the icy situation extremely hazardous for days.
In the middle of the downpour and despite the cold and darkness, T&J worked to clear the drains allowing almost 8 inches of standing water to clear off quickly. T&J Lawn Service also provides snow removal and grass cutting services to our community throughout the year. A big thanks also goes to Ms. Angelean Mobley, the subdivision administrator for her quick action in response to averting this potential disaster. Well done!

Pedestrian Hit and Injured in VOJ
A man was struck by a vehicle near the pool area recently and was seriously injured. The vehicle was traveling at a high rate of speed. Tragic enough, this could have easily been a child. The driver was a young resident of the Village believed to have been driving at more than twice the posted 25 mph speed limit. This accident should never have happened. The speed limit signs are there for a reason and ALL drivers are expected to obey them at ALL times. Other accidents have been reported in the Village and it's been noted our speed limit and stop signs are not being obeyed and most of the time, by our own residents! Disobeying Village traffic signs carry the same weight and legal consequences as any traffic sign outside the subdivision. Please, for your own sake and that of others, obey all posted traffic signs! Parents, make sure your teens know they must obey the posted rules and make a point of showing them by example. Jefferson County Police will be stepping up enforcement in the Village and issuing tickets to speeding and careless drivers.

The VOJ Newsletter, R.I.P.
Our revamped website has been up over a month, appears to be stable and well received by many residents. It offers timely information and resources with updates being made almost instantly and all at very nominal cost. As such, it was decided to discontinue quarterly publication of the Village newsletter due to the inherent limitations of hard copy and associated rising costs of printing and distribution. Taking its place at keeping VOJ residents better informed will be the continuing focus of this website.
A very small fraction of residents said they would still like a delivered print version but the economics involved keeping them in sync with the dynamic nature of a website is neither possible nor practical. As in everything, sometimes progress overrules individual preference, whether seen for better or worse. There will, however, be a printed newsletter sent to all residents with the assessment invoice.
For those without a computer, free computer access can be had at the Windsor Branch Public Library. They'll even provide assistance in the use of their computers, which may be a good opportunity to learn using theirs before buying one for yourself.
If you want your own computer but lack funds, perfectly good computers can be had for about $50 and can access the internet for around $5 per month.

Book of Indentures - Progress Report
The board has been meeting almost every week working on updating the VOJ Book of Indentures. It's a long, painstaking process especially given the BOI was first written forty years ago. Over the years many things have changed that were never even imagined back then.
The BOI specifies how our subdivision is run, establishes procedure and sets requirements. Think of it as our very own constitution that governs everyday life in our community. The Board of Directors are representatives from each plat (much like a state representative) who meet monthly, addressing the subdivision's agenda of official business. Our full-time administrator attends to all daily operations, as well as supporting the board with critical information aiding in it's operation.
The Book of Indentures serves as their reference source in considering what action and direction the board can take in addressing subdivision problems, present and future planning and residential issues. It's very important to the quality of living here in the Village, as well as property values. Every issue, no matter how seemingly small, must be carefully weighed between individual wants vs needs of the greater community. It's a delicate balance and process deserving considerable attention and one that cannot and should not be rushed.
Once finished, the BOI goes through a cursory review where fine tuning takes place in both wording and intent. Things that may have sounded like a good idea at onset, don't hold up under closer consideration and provisions may be added, modified or deleted altogether. And of course once we have it in finalized form, it then must pass legal scrutiny as a first big hurdle.
Eventually, the new Book of Indentures will be put before a resident's vote into acceptance as the new rules governing their community.

Newly Reconstructed Retention Pond
The retention pond located in Plat 3, viewable from Monticello Drive, has been serving storm water runoff for many years but recently gave way and repairs were necessary. With one-day's rental of a Bobcat and working alone, our maintenance man, "Doc" successfully rebuilt and reinforced the drainage area as well as retention pond along with other areas in the Village needing attention. The retention wall was increased in both length and height as well as strengthened considerably. Normally this would have been a very expensive proposition using an outside company but thanks to Doc's hard work and skills, it was done for much less and completed in under a day, just in time for recent heavy rains. Great work Doc! Thank you.

2013 Homeowner Assessments to be mailed 12/7/2012
Annual homeowner assessments will be mailed on December 7, 2012. For the sixth year in a row, the annual assessment remains unchanged. It is still only $292 a year and for the first time, will be payable online by credit card, electronic funds transfer or e-check using the secured Paypal website. You do not need a Paypal account to make your payment.
Along with the traditional check or money order, this gives residents more options than ever before to pay their assessment on time and in full. As in years past, residents again have the choice of making one full payment on January 1st (delinquent January 16, 2013) or split into two equal payments, with the first payment due by January 1st, 2013 and the second half due by March 1st (delinquent March 16, 2013.) Liens will be filed on all who fail to make at least one payment of $146 by 01/16/13, without exception.
We strongly urge all homeowners to take advantage of these expanded opportunities to pay their assessment. Failure to pay will result in interest and collection costs being added to assessments not paid in full and on time. Additionally, legal action will be brought against those who refuse to pay which can result in liens, garnishments or even foreclosure. While options of last resort, the board will take whatever legal steps necessary to ensure everyone pays their fair share assessment. Because of the expanded payment opportunities, there will be no payment plans offered delinquent accounts.
On a sidenote:
Some residents (a few) are saying they will not pay their assessment because of their dissatisfaction over the pool outcome or administration. Not only is this irresponsible on their part but is foolhardy as it will result in swift legal action. The board has a responsibility to its homeowners who pay their assessment to vigorously pursue collection from any homeowner who does not pay, regardless of excuse or reason.
Just because you may disagree with something your government does or doesn't do, does not give you any legal right to opt out of paying your taxes and same holds true of paying the assessment.
As a practical matter, for those who think themselves taking some sort of stand, they are costing the community valuable resources while taking unfair advantage of the rest of the paying homeowners. Paying the assessment is not an option. It's the responsible thing to do.

A big thanks to our neighbors at Harbor Community Church
Once again, the members of Harbor Community Church have stepped up to help the Village. Members of the church recently cleared an overgrown vacant lot on Burgess that had become quite an eyesore. >>> As the lay of the land of the lot is less than ideal, their undertaking was quite challenging. Add the extreme heat and drought to the mix and the Village really owes Harbor church members a great big “Thank You.”
Over the past couple of years, the church members have completed several projects for us and we greatly appreciate the expense and labor they have saved the residents of the Village of Jefferson. Actions speak so much louder than words.
Harbor Community Church strives to help anyone who needs help at any time. If you need assistance of any type, please feel free to contact the Village office and we can put you in touch with a church member who will make every effort to help you resolve your issue without compensation. While they can’t guarantee success in resolving every issue, they extend their help with a glad heart and you’ll feel better just being around these folks. It is a pleasure to know that people of their caliber reside in the Village of Jefferson.
Thank you again, Harbor Community church members.

We've finalized setting up a Paypal account as a way to pay your past due assessment using a credit card but there are certain conditions and restrictions for doing so. You don't have to join or register with Paypal to send your one-time payment using a variety of credit cards.>>>
All payments are subject to the following terms and conditions without exception:
- You must call the VOJ office for the total amount due on your account BEFORE making your payment.
- Only payments in full will be accepted. In full means the total amount outstanding including any interest, late fees and other charges. Partial or incomplete payments will be refused and returned with additional charges.
- If your account has been turned over to the attorney for collection, you cannot use this payment option. If you attempt to do so, your payment will be refused and returned with additional charges. If you have any doubt whether your account has been turned over for collection, call the VOJ office for your current account status.
- When being advised of your balance due, you must pay it the same day. If you wait to make the payment, the amount owed will be different due to accruing interest. This includes Saturdays, Sundays, holidays, etc. If your payment is different than the full amount due, it will be considered a partial payment which will be refused and returned with added charges.
- All outstanding unpaid assessments (regardless of amount owed) will be turned over to the attorneys on July 30, 2012 for collection. After that date, no payments will be accepted except through the attorney as all accounts will out of our hands. Accordingly, additional legal fees and other collection charges will be added your account in that event.

And on a related note...
All delinquent assessments will be turned over to the attorney for collection on July 30, 2012 regardless of amount
All homeowners are given the option to make their annual assessment in two payments at the beginning of each year. If you become delinquent in your assessment, you'll be charged interest at the rate of 20% per year until paid. >>> If you fail to pay, your account is turned over to the attorneys for collection. That will result in hundreds of dollars in legal fees and court costs being added to your balance as well as a lien being placed against your property. Once turned over for collection, you can only deal with the attorney. Don't call the administrator or any board member as they cannot help or even discuss the matter with you after being turned over for collection. Your best bet? Pay your assessment in full and on time like your neighbors do and there won't be any problem.

Helpful Tip: Some residents report putting their spare change in a money box at the end of each day so they'll have their assessment money when due. It is, after all, only 80 cents a day. It takes more than that to light one street light each night.

Road Repairs Completed!
Pioneer Paving completed all work as quoted, on time and within the amount contracted. In fact, they even made a few additional areas of repair at no extra charge. >>> They also fixed a couple spots where impatient motorists drove through the repairs before the asphalt had a chance to cure. Pioneer has done a good job at fixing some of the more severe areas of road deterioration. We will be looking for more repairs as budget and time allows. Thanks to everyone for their patience and cooperation. And thanks to Pioneer Paving for a job well done!

More Road Repairs - October 17th, 2012 - Completed
Additional budgetary funds were realized due to the mild 2012 winter (so far) and dry summer season. Reductions in snow removal, grass cutting and pool costs amounted to an additional $20,000 saved over the first three quarters of 2012. The money will be used for additional road repairs not covered under the first round paving agreement.
